It seems the order the languages appear in in the metadata json (and possibly also ts and js variants) is not well defined. When downloading the file, occasionally I see a bigger than necessary diff.
Can you help me understand how they are ordered or is it possible to have them ordered in a stable way?

Good point! At the moment, the order is non-deterministic and it’s going to be easy to change it.
